The Department of Transportation's (DOT) Carshare Pilot Program reserves parking spaces in municipal parking facilities and on streets in select neighborhoods for participating carshare companies. The program provides New Yorkers with convenient, reliable access to carshare.

Carshare is a service that gives its members short-term use of a car, usually by the minute or hour. Carshare companies typically provide round-trip service, where members borrow and return cars at the same location (Zipcar and Enterprise CarShare), or one-way service, where members pick up a car at one location and drop it off at another within a zone (Car2Go).

Carsharing has the potential to:

  • Shorten searches for parking spaces, by ensuring that carshare users have a reserved space 
  • Reduce personal car ownership, which benefits all drivers in a neighborhood by lowering the number of cars competing for spaces
  • Lower transportation costs by providing reliable access to a car without annual car insurance and maintenance bills 
  • Improve access to services, friends and family, and recreation by making a car available when you need one
  • Reduce congestion and improve air quality, since carshare users drive less than those who own their own car

During the pilot program, carshare spaces will be reserved on streets in the following 14 neighborhoods:

For Carshare Vehicles

Carshare members:

  • Are responsible for paying for all tolls, traffic or parking tickets while using a carshare vehicle 
  • Must pick up and drop off vehicles to the same location
  • Do not have to follow alternate side parking (ASP) regulations or pay for parking at carshare spaces.

For Non-Carshare Vehicles

Only carshare vehicles can park in carshare parking spaces, even if the spaces are empty or the driver has a disability permit or placard. The spaces must remain available for carshare users.

You will be able to park at the curb everywhere you currently can, except where there is a designated carshare parking space. Other than designating the specific carshare parking spaces to be used for the pilot program, the carshare pilot does not change any curbside regulations in your neighborhood.

No Standing regulations apply. No Standing means that vehicles may not park, wait, or load/unload there, but they may drop off or pick up passengers.

If you parked your own car in a carshare parking space, it is considered an illegally parked vehicle. 

The NYPD is authorized to ticket and tow illegally parked vehicles. The carshare company operating the service at that location has the ability to relocate a parked vehicle from its carshare parking space to the nearest available lawful on-street parking space at no charge to the carshare member or car owner.

The location of towed or relocated vehicles will be shared with the nearest NYPD precinct to that carshare parking space.

DOT launched the two-year pilot program in Spring 2018.

The program will last for two years so residents have enough time to adjust their mobility patterns and reassess their car ownership decisions. During this time, the DOT will collect data and issue a report each year about pilot's progress.

At the end of the two-year period, the DOT will evaluate the effectiveness of the program so it can determine the best long-term approach to carshare.

Carshare companies participating in the pilot program provide mobility options for customers with disabilities.

The companies must provide a vehicle with professionally installed hand controls to any carshare member within 48 hours of the request.

The company whose logo is on the carshare parking space curb regulation sign is responsible for carshare operations at its parking spaces.

The company whose logo is on the carshare parking space curb regulation sign is responsible for maintaining the space. The company must clean the curb within the carshare parking spaces and 10 feet on either side of the site to the same quality and frequency as adjacent alternate side parking regulations. Carshare companies are also responsible for removing ice or snow within 12 hours after an ice or snow event. 

DOT is responsible for cleaning, repairing, or replacing damaged signs.

You can make a complaint or provide feedback to DOT about the Carshare Pilot Program, including:

  • General complaints or comments about the program
  • Complaints or comments about specific carshare parking locations
  • Suggestions for locations of future carshare parking spaces
  • Maintenance issues at carshare parking locations, such as graffiti, trash, and ice or snow removal
